The SIGNAL™ Framework is not a certification programme. There is no practitioner accreditation to obtain, no workbook to licence, and no consulting engagement to commission before you can use it. It runs as a live assessment instrument inside the Echelon Labs platform.

How access works

Three things to know before you start.

1. SIGNAL™ runs through Echelon Labs

The framework is operationalised exclusively through the Echelon Labs platform. There is no standalone SIGNAL™ licence, no downloadable instrument, and no open API. The value of SIGNAL™ is not in the question set alone; it is in the scored outputs, velocity tracking, intervention effectiveness measurement, and benchmarking that only a platform-native implementation can provide.

2. The entry point is SQD™

SIGNAL-Quick Diagnostic™ (SQD™) is a 12-question programme-level assessment that produces a readiness band, a six-dimension heatmap, and a recommended intervention intensity path. It can be completed by a senior sponsor or programme lead in under 15 minutes.

3. No certification required

The instrument is self-administered by change leads, project managers, HR business partners, or programme sponsors. Results are interpreted by the platform with automated recommendations.

What you get from an SQD™ diagnostic

What the first assessment produces.

Programme Readiness Band

A single SQDRI score and readiness band classification for executive-level orientation. This is the headline metric used to establish whether the programme is optimally ready, ready with monitoring, approaching ready, at risk, or not ready.

Six-Dimension Heatmap

A breakdown of all six dimensions scored independently, showing whether the programme is failing on understanding, motivation, capability, capacity, structural conditions, or leadership. This is where the real diagnostic value sits.

Critical Flags and recommendation path

Any dimension below 2.5 is flagged as a critical risk and routed into a recommendation path: guided light touch, targeted design, or enterprise assurance.

Using SIGNAL™ in client engagements.

Change management practitioners and consulting firms use the Echelon Labs platform to run SIGNAL™ assessments for client programmes. The platform supports multiple organisations, multiple programmes per organisation, and multiple user roles with appropriate access control.

Practitioners do not need to hide the framework from clients. The methodology is publicly documented on this site and can be shared as reference material. Echelon Labs does not offer white-labelling of the platform.
